Liaoyu Group Charts Course for High-Quality Development in 15th Five-Year Plan Period
During the 14th Five-Year Plan period, Liaoyu Group overcame difficulties and achieved its best performance with a profit of 300 million yuan. Stepping into the new journey of the 15th Five-Year Plan, the group will take the special actions of “Reform for Strengthening Foundations Year” and “Innovation for Empowerment Year” as the starting point to solidly take the first step in high-quality development.
People’s Daily reports that Liaoyu Group, a key state-owned enterprise in Liaoning, has long been committed to the marine economy and has made remarkable achievements in the 14th Five-Year Plan period. It has built a complete industrial chain covering pelagic fishing, port logistics, passenger and roll-on/roll-off transportation, and marine food processing, laying a solid foundation for its high-quality development in the new period.
Focusing on its core businesses, the group will consolidate the foundation for development. It will develop modern pelagic fishing and build a national strategic support base for polar fisheries, relying on its self-developed “Fuxinghai” krill fishing and processing vessel with independent intellectual property rights, which has a daily processing capacity of 1,000 tons . It will also develop modern port logistics, consolidate its position as a Northeast Asian aquatic product transshipment and trade center, and build a national pelagic fishery base for domestic and international dual circulation.

In terms of passenger and roll-on/roll-off transportation, the group will serve the important Liaoning-Shandong maritime channel, innovate the “inter-provincial transportation + coastal tourism” model, and upgrade service quality and operational efficiency. It will expand the marine food industry, focus on the emerging Antarctic krill industry, and build a world-class, domestically leading high-tech enterprise in Antarctic krill processing.
China Economic News notes that Liaoyu Group will adhere to deepening reform to stimulate internal vitality. It will implement the new round of state-owned enterprise reform, optimize industrial layout, and deepen the three-system reform with a “one enterprise, one policy” approach. It will improve the market-oriented operation mechanism of “capability-based employment, performance-based assessment and market-based remuneration”, and introduce key talents in scientific and technological innovation and marketing to activate internal momentum.
To foster new quality productive forces, the group plans to invest in building a world-class Antarctic krill biotechnology industrial park, with an annual production capacity of 1,000 tons of high-quality Antarctic krill oil and 10 million bottles of Antarctic krill health food. Yu Yike, Deputy General Manager of Liaoyu Antarctic Krill Technology Development Co., Ltd., stated that the group has built the first domestic production line of Antarctic krill oil with independent intellectual property rights, increasing the phospholipid content of krill oil to about 60% .
Liaoyu Group will deepen opening-up and cooperation to expand development space. It will actively integrate into the joint construction of the “Belt and Road”, implement the northward and eastward opening strategy, and promote the transformation from “economic channel” to “channel economy”. It will strengthen cooperation with central enterprises, private enterprises and foreign enterprises, accelerate the landing of joint ventures, and promote the integrated development of domestic and foreign trade.
