Focusing on safe production as the premise and guarantee for high-quality development, the group has addressed the practical challenges of inland shipping safety management—characterized by many points, long lines and wide areas—by guiding its subsidiary Heihe Port Authority Co., Ltd. to innovatively implement the "123" safety management project. This initiative, which involves building an intelligent platform, consolidating institutional systems and constructing a three-dimensional defense line, marks a profound transformation of the enterprise’s safety management from a traditional model to a modern, digital and standardized one.

China Shipping News reports that the core of the "123" project is building a digital intelligent management platform. Guided by Heilongjiang Shipping Group, Heihe Port Authority has invested resources to independently develop and launch a digital safety management platform integrating freight logistics management, passenger ticketing management and safe production scheduling and command. This platform has promoted a fundamental shift from "human-oriented prevention" to "technology-prioritized, human-technology integrated" safety management.
The platform implements digital tracking and business management throughout the entire process of import and export freight declaration, loading, storage and transshipment, achieving "zero delay" in freight management. It ensures the reliability, stability and safety of the cross-border logistics supply chain through full-process visualization and digitization, laying a solid safety foundation for maintaining the smooth operation of the regional economic cycle. Zhong Gong Wang notes that the platform has also optimized passenger services, compressing passenger ship scheduling response time by 70%.
Two institutional management systems form the rigid guarantee for safe development. On one hand, a four-level linked management framework has been established, with 76 safety responsibilities refined and assigned to each department, team and post, transmitting safety pressure to the "nerve endings" of management. On the other hand, centering on the standardization of port safety production, the port has improved systems, procedures and standards for key links such as safety training and emergency management.
The three-dimensional safety protection line integrates "human prevention, physical prevention and technological prevention". Li Ming, safety director of Heihe Port Authority, explained that systematic training has enhanced employees’ safety awareness and operational capabilities, while increased investment in hardware has optimized the operating environment. Technological prevention has been strengthened by installing driving assistance monitoring systems on 7 ships, reducing the risk of ship berthing collisions by 85%.
The implementation of the "123" project has brought Heilongjiang’s inland shipping safety management into a new stage of intelligence, standardization and systematization.
