Heilongjiang Achieves Breakthroughs in Intellectual Property, Boosting Innovation and Industrial Upgrade
On April 24, the Information Office of the Heilongjiang Provincial People’s Government held a special press conference. Wang Weiqun, Director of the Heilongjiang Provincial Intellectual Property Bureau, announced at the conference that the province has achieved simultaneous breakthroughs in three key areas: high-value patent cultivation, scientific and technological achievement transformation, and market-oriented operation. Intellectual property has become a core engine for Longjiang’s innovative development and industrial upgrading.
China News Network reports that the number of high-value invention patents per 10,000 people in Heilongjiang has increased by 17.1% year-on-year, the patent industrialization rate of universities and research institutes has reached 13.68%, and the annual sales volume of patent products of 503 enterprises has exceeded 115 billion yuan, demonstrating the strong driving role of intellectual property in regional development.

"The social satisfaction with intellectual property in the province reached 91.03 points, a record high," Wang said. To promote high-value patent cultivation, Heilongjiang has launched four powerful measures to provide comprehensive support for the high-quality development of intellectual property.
The province has strengthened policy guidance by introducing 14 specific supporting measures covering the entire chain of high-value patent output, transformation and protection, offering precise policy guidance for high-value invention patent cultivation. It has also set up a special intellectual property fund, with cumulative reward funds exceeding 100 million yuan, to encourage innovation entities to increase investment in patent research and development.
Focusing on project-driven development, Heilongjiang has implemented 63 high-value patent cultivation projects in universities and research institutes and built 1,018 intellectual property advantageous enterprises. In terms of service optimization, it has opened a fast track for patent pre-examination, serving more than 600 innovation entities and shortening the average patent authorization cycle to 67 days, effectively promoting the improvement of patent quality and efficiency.
Heilongjiang is also continuously improving its market-oriented intellectual property operation system. China Economic Net notes that the Heilongjiang Academy of Agricultural Sciences has undertaken the construction of the National Cold Region Agricultural Industry Intellectual Property Operation Center and established a modern agricultural intellectual property innovation consortium.
These national-level platforms aim to open up the transformation channel of agricultural scientific and technological achievements from laboratories to black soil and from patents to grain production capacity, providing solid support for the transformation of Heilongjiang’s "Beidacang" (Great Northern Granary) into a "smart granary" and injecting strong momentum into the high-quality development of modern agriculture in the province.
