Gansu Provincial Enterprises Achieve Double-Digit Growth in Q1 2026
Since the start of 2026, the State-owned Assets Supervision and Administration Commission of Gansu Provincial People’s Government has strengthened economic operation monitoring, guiding enterprises to seize the window period of high non-ferrous metal prices and promote the full release of high-quality production capacity. In the first quarter, the industrial output value, total profit and fixed asset investment of Gansu’s provincial-owned enterprises all achieved double-digit year-on-year growth, presenting a sound development momentum.
Xinhua News reports that key provincial-owned enterprises have made remarkable progress in boosting production capacity. Jinchuan Group optimized the proportion of front-end raw materials to ensure full-load operation of major metallurgical furnaces, with the capacity utilization rate of main products such as electrolytic nickel and cathode copper remaining above 100% and its industrial output value increasing significantly year-on-year in the first quarter.
Jiuquan Iron and Steel (Group) Co., Ltd. maintained a cell opening rate of over 99%, with 60 casting and rolling production lines operating at full capacity. Baiyin Nonferrous Group exceeded the planned targets for the output of copper, lead and zinc products. Gansu Electric Power Investment Group completed 11.64 billion kilowatt-hours of power generation, providing strong support for local economic and social development.

In terms of investment, the total investment of provincial-owned enterprises increased by 15.54% year-on-year in the first quarter. The start-up rate of new projects reached 33.1%, and the resumption rate of ongoing projects hit 100%. Gansu Electric Power Investment Group put the first batch of units of the first phase of Qingyang Green Power Aggregation Pilot Project, China’s first green power aggregation direct supply data center demonstration project, into grid connection.
Xinhua News notes that the Qingyang Green Power Aggregation Pilot Project is a major provincial project in Gansu in 2025, with a total installed capacity of 2 million kilowatts, divided into two phases. The first phase includes a 750,000-kilowatt wind power project and a 250,000-kilowatt photovoltaic project, supporting two 330-kilovolt booster stations and energy storage systems.
Other key projects also advanced smoothly. Gansu Public Aviation Tourism Group promoted the construction of key projects such as the Jingjing Section of S35 Jingli Expressway. The investment in railway projects of Gansu Railway Investment Group increased by 33.6% year-on-year. The third phase of Lanshi Group’s nuclear energy equipment production line in Qingdao was completed and put into operation.
While accelerating project construction, provincial-owned enterprises also focused on quality improvement. The income of strategic emerging industries of provincial-owned enterprises increased by 40.59% year-on-year in the first quarter. Investment in “three modernizations” transformation rose by 11.56% year-on-year, with 151 sets of equipment updated and renovated.
Jinchuan Group’s 10,000-ton high-speed rail copper-based alloy masterbatch production line reached design capacity. Jiuquan Iron and Steel Group’s CSP transformation project for the steel sector was put into operation. Baiyin Group’s 4.0 version Baiyin Furnace and flash smelting furnace copper smelting “twin-star” process operated smoothly.
R&D investment of provincial-owned industrial enterprises increased year-on-year in the first quarter, with 11 key core technologies conquered and 26 major scientific and technological achievements transformed and put into use. Meanwhile, central-local integration was deepened, with 21.126 billion yuan invested in central-local cooperation projects. The No. 5 and 6 units of Changle Power Plant, a cooperation project between China Resources Group and Gansu Electric Power Investment Group, completed 1.14 billion kilowatt-hours of power generation, and new energy equipment projects of Dongfang Electric and CRRC achieved large-scale mass production.
