Shilou Town Holds Forum to Upgrade Business Environment and Boost High-quality Economic Growth
A forum themed on optimising business climate and advancing high-quality development was staged in Shilou Town, Fangshan District, Beijing, on the morning of 25 June. The event aims to upgrade local commercial support frameworks, scale up investment promotion efforts, foster collaboration between local authorities and market entities, and drive sustained regional economic progress.
Representatives from a raft of district-level functional bodies attended the gathering, including the Fangshan District Development and Reform Commission, Bureau of Agriculture and Rural Affairs, Bureau of Commerce, Bureau of Economy and Information Technology, Bureau of Culture and Tourism, Administrative Service Bureau, Fangshan Branch of Beijing Municipal Commission of Planning and Natural Resources, Administrative Committee of Zhongguancun Fangshan Park, and District Investment Promotion Service Centre. Also present were the town’s leading group, departmental heads, village and community committee cadres, operators of key local enterprises, and investors behind major construction schemes. The forum was chaired by the Deputy Party Secretary and Political and Legal Affairs Committee member of Shilou Town.
Attendees first viewed a promotional film titled Poetic & Picturesque Shilou, which laid out the town’s natural endowments, industrial layout and comparative strengths, offering full insight into its commercial potential for all participants.
A special work briefing was then delivered by the Deputy Town Mayor, detailing the town’s recent progress in refining full-cycle corporate support systems, broadening channels for investment outreach, clearing bottlenecks delaying project rollouts, and building dedicated industrial platforms. The array of practical measures put in place establishes robust service frameworks to facilitate subsequent project implementation and enterprise expansion.
Five representatives took to the podium for exchange sessions, covering Chengyu Health Industrial Park, Aerospace Intelligence Valley, the town’s Enterprise Service Centre, Jiyang Village and Toutou Village. Enterprise delegates shared hands-on experience in industrial cultivation and operational efficiency gains; the town’s service centre outlined end-to-end support mechanisms designed to cut red tape for businesses; village representatives exchanged practical approaches to unlocking local natural assets, raising collective village incomes and nurturing rural industries, with open dialogue maintained throughout the segment.
A signing ceremony for landmark investment projects formed a core segment of the agenda. Agreements span financial services, cultural tourism and leisure, hotel supporting facilities and new energy development. Driven by advanced productive forces, these initiatives will diversify local industrial sectors, reinforce long-term growth momentum and inject fresh impetus into the town’s high-quality development trajectory.
A joint empowerment session branded “District-Town Synergy to Vitalise Shilou” was arranged for the forum. Leading officials from district departments joined the Deputy Party Secretary and Town Mayor on stage to signal unified backing for industrial advancement, cementing cross-tier coordination to speed up project delivery and refine local business support frameworks.
The Town Mayor delivered a keynote address outlining consistent upward momentum across Shilou’s economic and social sectors, with solidified development foundations and untapped commercial potential transforming the town into an appealing destination for investment. All departments and grassroots bodies will centre work around building “Green Gem South of Beijing, Vibrant New Shilou”, following an integrated development path linking agriculture, culture, tourism, sports, commerce, science and education. Industrial zoning will be continuously fine-tuned to amplify growth drivers and deliver tangible leaps in town-wide economic advancement and comprehensive rural revitalisation.
Closing remarks were given by the Town Party Secretary, who extended gratitude to district authorities, grassroots cadres and commercial operators for sustained backing of local development. Optimising business conditions, delivering economic breakthroughs, achieving full revitalisation and advancing common prosperity stand as core priorities for Shilou’s growth agenda, alongside key targets to be pursued throughout the 15th Five-Year Plan period. All staff across the town are required to uphold the principle that every resident shapes the local business ecosystem and embodies Shilou’s public image, taking proactive steps to deliver administrative support, serve market participants and promote the town’s investment advantages.
Civil servants at all levels will adhere to a project-centred growth strategy, unlocking underutilised land and idle premises to accelerate investment attraction and construction work. Expanded local employment channels will secure stable income opportunities for residents on their doorsteps, translating economic expansion into tangible improvements in people’s livelihoods. Party-led governance will anchor all initiatives, with consistent, pragmatic action to deliver results in coordinated Beijing-Tianjin-Hebei development, capital-side rural revitalisation and the construction of a new Fangshan District, lifting Shilou’s performance against municipal development benchmarks.
All departments within Shilou Town will draw actionable implementation plans from the forum’s policy arrangements. Dedicated corporate support mechanisms, diversified investment outreach channels and streamlined project approval workflows will remain in constant refinement. Closer coordination between district authorities, village administrations and commercial operators will unlock latent regional vitality, drawing a pipeline of high-value industries and investment schemes to settle locally via consistent, results-driven delivery.
