Smart customs inspection cuts clearance delays for Yiwu goods routed via Waigaoqiao Port

According to Shanghai Customs, Waigaoqiao Port Customs had supervised Yiwu export cargo worth 11.345 billion yuan, totalling nearly 250,000 tonnes, over the first six months of this year.

Large volumes of Yiwu small commodities are transported to Shanghai Waigaoqiao Port for ocean shipment. A six-hour overland journey connects Yiwu manufacturers to the port, whose dense network of international shipping routes closely matches the demand for small-batch, frequent and fast-turnaround exports. Since the start of this year, shipments of Yiwu goods leaving via Waigaoqiao have expanded steadily. In the first two months, container throughput for outbound cargo at the port exceeded 1.3 million TEUs, marking a 13 per cent year-on-year rise.

In early July, representatives from a trading firm arrived at the 889 Shared Space next to the customs declaration hall at No.889 Gangjian Road, Pudong New Area. The firm had sourced summer cooling goods including fan lights and cooling towels from Yiwu for ocean delivery to European and American markets, and had just received a customs inspection notice. The consignment formed part of a consolidated less-than-container load shipment, and the team faced anxiety over potential missed sailing schedules if inspection procedures dragged on.

Customs officers explained that new inspection technology for consolidated cargo could drastically speed up the process. With twelve hours remaining before vessel departure, the goods would be cleared for loading provided no irregularities emerged during checks.

When the container doors were opened, the unit held 20 separate export consignments packed across 876 cartons covering 88 different product codes, ranging from hair accessories and combs to smart household devices. Locating the target goods amid such diverse merchandise would traditionally require extensive manual sorting. Customs officers accessed a handheld PDA terminal to pull up a digitally reconstructed three-dimensional virtual model of the container. After entering the container and declaration reference numbers, the system highlighted the exact location of the consignment awaiting inspection.

By half past three in the afternoon, the 19 cartons subject to inspection had been retrieved from the rear of the container. Officers scanned packaging labels using portable devices to cross-reference declared details against physical goods. Supported by automated data collation functions, verification covering twelve product types including fan lights was completed within roughly ten minutes.

The entire inspection and release procedure was finished by five o’clock, allowing the goods to be loaded on board for overseas transit. Trading operators previously needed to reserve two full days of buffer time for consolidated cargo inspections from Yiwu, and the reduction in waiting times delivers tangible operational improvements.

Surveys carried out by Waigaoqiao Port Customs indicate that export volumes of Yiwu commodities routed through the port are set to grow further. Shipments originating from Yiwu present distinct regulatory challenges, featuring extensive product ranges, varied packaging standards and high levels of consolidation. Locating targeted consignments within mixed containers under conventional inspection methods demands substantial labour and time resources.

The framework slashes time spent searching for goods inside containers and frees officers from repetitive manual data verification work. Intelligent collaborative working models deliver substantial improvements to inspection throughput.

Consolidated sea freight remains a vital logistics channel for small-scale manufacturers and cross-border e-commerce operators in Yiwu. Streamlined inspection workflows help shorten cargo dwell times at terminals and lower the risk of missed vessel connections.
