According to official documents released by China’s National Development and Reform Commission and National Energy Administration, the newly‑issued *15th Five‑Year Plan for Coal‑industry Development* sets out targets to build a fundamentally modern coal‑industry system by 2030. The policy navigates an apparent tension: China presses ahead towards peak coal consumption and gradual carbon reduction, while systematically upgrading its domestic coal sector. Rather than signalling simple expansion or rapid withdrawal, the framework redefines coal’s role as a critical bedrock for national energy security, calling for refreshed development models across the whole industry.
China pursues its energy transition following the principle of building the new before discarding the old, with steady progress as the core objective. Stabilising coal output remains a practical necessity shaped by national resource realities. Across the 14th Five‑Year period, China optimised its coal‑sector structure, reaching an annual coal output of 4.85 billion tonnes, while the total number of operating coal mines fell to roughly 4 000.
Large‑scale mines consolidated their central position, underpinning stable economic and social activity. Wind and solar installations keep expanding and supply most new incremental energy capacity, yet their inherent intermittency and volatility are not yet fully resolved. Intelligent upgrading will gather pace, with capacity from smart mines reaching 75 per cent. Unmanned excavation, remote operation and intelligent maintenance will spread widely, freeing mine‑workers from harsh underground manual labour and bringing digital, smart production into everyday practice. Geographic distribution will become more concentrated and rational. Five major coal‑supply bases in Shanxi, Western Inner Mongolia, Eastern Inner Mongolia, Northern Shaanxi and Xinjiang will produce more than 80 per cent of China’s coal output. Building a robust energy powerhouse demands both the innovative momentum of renewable‑energy advancement and the reliable support offered by conventional fuels. The new coal‑industry plan does not perpetuate outdated extensive‑growth patterns; instead it delivers targeted policy guidance for traditional‑energy upgrading. Past coal‑sector priorities centred on output volume over quality and extraction over environmental management. The emerging modern‑system framework imposes new scientific, eco‑conscious and intelligent requirements covering extraction, end‑use and regulatory oversight throughout the value chain.
Traditional energy industries can achieve renewed vitality. Energy transition is a gradual long‑term process rather than a simple zero‑sum replacement between old and new sources. Coal will not disappear amid the energy revolution.
