Digital‑driven transformation sweeps across the snow‑capped Tibetan plateau

According to Xinhua News, profound digital change is taking shape across the high‑altitude expanse of Xizang. China Mobile is integrating communication, computing and intelligent networks to embed digital technologies deeply into local high‑quality economic and social development, stretching from the Lhasa River valley more than 3,600 metres above sea‑level to the dense mountain forests of south‑eastern Xizang.

Building communications infrastructure across this rugged terrain presents formidable practical challenges. The region covers a land area of 1.2 million square kilometres; eighty‑five per cent of its territory sits above 4,000 metres, alongside a border stretching in excess of 4,000 kilometres. By August 2026, China Mobile Xizang had poured a total of 28.8 billion yuan into local network construction. 

Engineering teams have laid 531 000 kilometres of optical‑fibre cable and erected 36 000 base stations, of which 16 000 deliver 5G connectivity. More than 48 per cent of these stations run on new‑energy power supplies. Fibre‑optic broadband and 4G networks now reach every administrative village across the whole region, 97 per cent of administrative villages have 5G access, and all 21 border counties together with their attached township seats are served by both 5G and gigabit‑capable optical broadband links.

At Jieba Village within Basongcuo National Forest Park in Gongbo’gyamda County, improved mobile signals have brought tangible benefits to local residents. Local rural townships have completed deployment of 44 communications base stations alongside 57 home‑broadband communities, delivering full fibre‑optic coverage across five administrative villages and three natural hamlets. Digital rural platforms have also been rolled out at grassroots settlements such as Nanyi Village in Mainling County, incorporating comprehensive governance, smart party‑building and rural‑health modules. Sixteen intelligent surveillance cameras have been installed at key mountain passes and main traffic routes to maintain village‑level public security.

Large‑scale green intelligent computing facilities are now operating on the high plateau. Situated in Liuwu High‑tech Zone of Lhasa, the China Mobile (Lhasa, Xizang) data centre represents the first facility constructed to national Grade‑A standards across Xizang. This site covers 63 mu of land with a total building area of 50 000 square metres and an overall investment reaching 889 million yuan. 

At the end of March 2026, Xizang’s first domestic kiloscale computing cluster went live. Worth an investment of 120 million yuan, this 150‑petaFLOPS intelligent computing cluster is built around domestic RISC‑V chips, with open‑source and modular features that support autonomous controllable operations. It delivers computing resources for “artificial intelligence plus energy”‑oriented business cases and marks a breakthrough for high‑end home‑grown computing power on the snowy plateau. Stable large‑scale operations for this domestic hardware under harsh local conditions of high elevation, low air pressure and dramatic temperature fluctuations offer replicable operational references for national computing‑site construction in extreme environments. 

Further intelligent‑computing projects are expected to attract more than 1 billion yuan of fresh investment. Upon completion of phase‑two and phase‑three works for the whole data‑science park, total associated investment across the development will exceed 20 billion yuan. The facility benefits greatly from favourable plateau climatic conditions, achieving natural cooling for 98 per cent of the year and a PUE rating below 1.3. 

It is Xizang’s first data centre relying on closed water‑circulation refrigeration, cutting cooling‑related power consumption by roughly 70 per cent compared with conventional set‑ups. On‑site photovoltaic and wind‑power pilot installations are being trialled to explore new pathways for powering computing workloads with clean energy.

Known as “Xizang’s Jiangnan”, Nyingchi boasts a forest‑cover rate of 47.6 per cent and forms a vital ecological protective barrier. A four‑in‑one forest and grassland fire‑prevention monitoring system combining satellite observation, drone inspection, internet‑of‑things sensors and human patrols safeguards local woodland. The integrated management platform brings together data from more than 530 high‑tower surveillance cameras, over 10 000 rangers and a dedicated mobile application, supporting full‑workflow visualised management covering pre‑fire early‑warning, on‑site emergency response and post‑incident evaluation. 

Monitoring devices fitted with both visible‑light and thermal‑imaging modules run non‑stop twenty‑four hours each day, with an effective surveillance radius of between five and ten kilometres. Once smoke or abnormal temperatures are detected, the system automatically captures footage and triggers remote alerts via dedicated 5G lines. Five hundred and thirty‑six monitoring points have been deployed so far, covering more than 100 000 square kilometres and achieving complete coverage for every administrative village within Nyingchi. During daytime operations, the technology replaces more than 1 000 manual patrol shifts. Since entering service in 2025, the platform has lifted overall wildfire prevention efficiency by between 60 and 70 per cent.

Smart‑community governance blends digital innovation with everyday life within Cishuitang Community in Lhasa’s Niangre Sub‑district, a pilot site for 10‑gigabit‑grade optical broadband. A governance framework built around platforms, artificial intelligence and dedicated applications serves close to 10 000 local residents. Drones carry out routine aerial inspections to speed‑up responses to unauthorised building work and illegal parking. AI‑enabled camera terminals instantly send out early warnings for fire hazards and falls suffered by elderly people. Intelligent walking sticks with real‑time positioning and fall‑alert functionality are provided for senior citizens. Local inhabitants can submit requests for assistance through a mobile‑client application, with work orders automatically assigned to community grid staff. The new workflow reduces average handling time for resident appeals to just one‑and‑a‑half days. This smart‑community framework now extends across 55 urban communities in Lhasa.

Lhasa’s Barkhor Street hosts the region’s inaugural 1376 Global Pass Service Hub. During peak tourist seasons, the historic pedestrian thoroughfare receives roughly 50 000 visitors each day. The hub delivers a broad suite of communications services for local residents and travellers alike, while functioning as an offline venue for cultural displays and hands‑on digital experiences. In the local Tibetan language context, the numerical reference “1376” carries the auspicious meaning of “may wishes come true”. Digital capabilities are continuing to spread across the high‑altitude terrain, bringing tangible transformation to economic and social life throughout Xizang.
