Central SOE Signs New Investment Accord to Boost High‑quality Green Growth in Qinghai

According to China Economic Net, a promotional conference for central‑state‑owned enterprises supporting high‑quality development in Qinghai opened in Xining on 15 September. Within the session dedicated to key assisted‑Qinghai project signing, China Energy Conservation and Environmental Protection Group (CECEP) sealed an investment agreement with the People’s Government of Qinghai Province.

CECEP has long regarded its investment and assistance work for Qinghai as a core corporate responsibility, steadily expanding its footprint across the province’s low‑carbon industries. The group’s accumulated project investment value in Qinghai has exceeded 9 billion yuan, covering wastewater treatment, clean power generation and ecological restoration work. Its subsidiary has delivered the Huangle Wastewater Treatment Plant in Xining. 

This prefabricated facility ranks as China’s highest‑altitude, largest‑scale wastewater treatment plant built within a compressed construction timeline, setting a practical benchmark for water‑treatment infrastructure on high‑altitude plateaus. For clean energy deployment, CECEP’s wind‑power and solar‑power subsidiaries run and construct 15 new‑energy schemes, bringing the combined installed capacity to 1.13 GW. 

Within ecological rehabilitation, another affiliate supported Qinghai’s successful application for the integrated conservation and restoration initiative covering the Huangshui River basin. 

The third tender section of the Muli mining‑area ecological remediation project delivers a replicable demonstration model for plateau mine restoration across China, strengthening the eastern ecological security barrier of the Qinghai‑Tibet Plateau. Representative local assets include the 50 MW Eastern Gahai wind farm and the 60 MW Delingha photovoltaic station.

Building upon the provincial‑level investment accord, three CECEP subsidiaries have further struck separate cooperative deals with Qinghai Eco‑Environmental Protection Company. The new partnership targets water‑environment rehabilitation, solid‑waste resource recycling and end‑of‑life photovoltaic module recovery. Practical joint initiatives will advance local ecological conservation work across multiple technical fields.

The enterprise will keep drawing on its core strengths in energy‑saving and environmental‑protection sectors. New avenues for green collaboration between central‑state‑owned enterprise and regional authorities will keep opening up. Upcoming project activities will support ongoing environmental improvement across Qinghai, reinforce the ecological safety barrier of the Qinghai‑Tibet Plateau and drive forward the region’s high‑quality development.
