Maritime‑oriented Fuzhou Plan Released, Local Consultancy Firm Delivers Four Strategic Blueprints

The *Development Plan for “Maritime‑oriented Fuzhou” (2026‑2035)* has formally come into force. This marks the fourth major strategic document produced by Fujian ZZ Engineering Consulting Co., Ltd, an affiliate of China International Engineering Consulting Corporation, to support Fuzhou’s growth. The preceding three outputs cover the 15th Five‑Year development outline for Fuzhou, Fuqing and Minhou respectively. 

Together these four documents map out the developmental path for this provincial capital, home to 8.52 million residents, across its 11,100 square‑kilometre marine territory for the coming five to ten years. Back in 2018, the professional team from Fujian ZZ first delivered strategic consultancy work for the Yuanhong International Food Industrial Park in Fuqing. Drawing on Fuqing’s local positioning and robust people‑to‑people exchanges between China and Indonesia, the team put forward the original concept for the China‑Indonesia “Dual Parks, Two Nations” initiative and supplied full‑process consulting support. 

This cross‑border industrial scheme has since grown into a recognised successful case under the Belt and Road framework. Building on its solid track‑record for this national‑level project, the firm went on to secure commissioning tasks for the three local 15th Five‑Year outline documents as well as the specialised ten‑year blueprint for Maritime‑oriented Fuzhou.

Such field research enables planners to grasp genuine industrial conditions and identify realistic directions for industrial advancement. 

The working group assigned to the Maritime‑oriented Fuzhou project travels across all coastal county‑level administrative areas of Fuzhou. They inspect more than ten key industrial parks and institutions including Jiangyin Port Economic Zone, Dongfang Electric (Fujian) Innovation Research Institute and China‑ASEAN Marine Products Exchange. 

The team systematically studies development pathways adopted by other major coastal cities including Qingdao, Shenzhen, Ningbo and Xiamen, which helps them to shape development approaches tailored specifically for Fuzhou’s marine‑based economy.

The production base operated by Zhongjing Petrochemical is set to function as a powerful core engine for Fuzhou’s harbour‑side advanced manufacturing sector throughout the 15th Five‑Year period.

Novel, locally‑adapted solutions feature prominently across all four planning documents. Drawing upon extensive field investigation outcomes, one bespoke proposal advocates the construction of an offshore innovation centre for synthetic biological pharmaceuticals within Fuqing. Fuqing possesses decades‑long fermentation‑technology expertise within its pharmaceutical sector, forming a solid industrial foundation, yet local research capacity remains relatively constrained. 

Under this offshore framework, research laboratories will be established in Shanghai and Shenzhen, while small‑scale trials, pilot testing and mass production will take place on‑site in Fuqing. 

The arrangement capitalises on the region’s existing manufacturing strengths whilst compensating for shortcomings in home‑grown scientific research capability.

Similar creative, context‑specific thinking runs through the whole set of planning outputs. Within the Maritime‑oriented Fuzhou strategy, the team proposes high‑standard marine digital infrastructure, establishing digitalisation and intelligent upgrading as core drivers for transforming and upgrading the city’s marine economy. For the municipal‑level Fuzhou development blueprint, actionable approaches are designed to unlock greater value from overseas Chinese merchants and capital. The Fuqing planning paper sets out a coordinated development model integrating electronic information and chemical industries. 

This framework addresses challenges associated with import substitution and simultaneously opens fresh market space for the local chemical sector. Generic, copy‑and‑paste planning templates are deliberately rejected. Each strategy identifies the city or county’s distinctive strengths and delivers practical, implementable starting‑points for future policy action.

“Towards the sea, towards innovation, towards integration” are three guiding themes summarised for the growth of Fujian province. Maritime resources represent one of Fujian’s most notable natural advantages, with marine output accounting for nearly one quarter of the provincial gross domestic product. Construction work for “Maritime‑oriented Fujian” is steadily turning conceptual designs into tangible reality. Innovation delivers the strongest impetus, reshaping the regional economic landscape through traditional industrial upgrading and the cultivation of new‑quality productive forces. 

Integration constitutes the deep‑seated developmental foundation; as a historic starting‑point of the Maritime Silk Road and a frontier for cross‑Strait co‑operation, Fujian keeps expanding its developmental space via opening‑up and connectivity.
