Jiaxing Puts in Place Full‑chain Controls to Build Reliable Residential Buildings

According to Jiaxing Daily, a working conference and on‑site observation event on upgrading the quality of housing and municipal engineering projects was held in Jiaxing on the afternoon of 28 September. The meeting pushed forward renovation work targeting common housing defects including blockages, water leakage, cracking and unpleasant odours, with the overall aim of lifting construction quality across local housing and municipal schemes.

At the construction site for the west‑extension section of Danghu West Road in Pinghu, unmanned aerial vehicles sprayed water over freshly‑laid concrete to boost structural strength, while more than 200 workers carried out foundation‑pit excavation and other site tasks. Dedicated quality‑inspection groups oversaw every critical procedure from raw‑material acceptance and steel‑cage fabrication through to concrete mix proportions, aiming to eliminate potential defects at source.

Jiaxing has rolled out a set of management mechanisms covering construction, supervision, design and inspection links. Model‑construction demonstration, sign‑in sampling, sign‑in acceptance and photographic recording for concealed works have all been widely adopted to make construction procedures traceable and assign clear accountability. One hundred and sixty residential schemes implemented sign‑in sampling this year, and one hundred and forty‑eight carried out sign‑in acceptance.

Digital tools form another core part of local quality governance. The *Zheli‑Jian* platform and Jiaxing intelligent construction supervision cloud system run across the city, enabling real‑time tracking of key‑staff attendance at building sites and delivering transparent, manageable digital oversight over engineering safety. In March, Jiaxing Municipal Bureau of Construction issued a circular tightening inspection standards for concrete strength within building structures. Haining piloted the *Zhetong‑Guan* digital system back in June 2024, creating a closed‑loop monitoring framework covering ready‑mixed concrete from production to on‑site application. Further modules including the Jiaxing‑wide *Zhetong‑Guan* platform and a QR‑code‑based concrete‑sample monitoring system are scheduled for launch to strengthen fundamental construction safety.

Resident‑open‑day activities have been trialled at resettlement‑housing sites such as the development in Fengqiao Town, Nanhu District. Prospective occupants can inspect wall finishes, unit layouts, workmanship and living environments directly on‑site. Local housing authorities have also introduced two‑phase household‑by‑household acceptance, public disclosure of housing quality information and standard property documentation, alongside improved channels for residents to submit quality‑related complaints.

Different districts have developed tailored measures. Pinghu shifts its quality management from reactive rectification towards preventive control and integrates fire‑safety assessment with construction‑quality supervision. Jiashan targets recurring faults such as basement seepage and external‑wall spalling by replicating resident‑open‑day arrangements. Haining builds up whole‑life‑cycle management for concrete materials supported by digital supervision workflows.

Regulatory rules, digital technology and targeted special‑campaign work are jointly driving improvements in Jiaxing’s housing and municipal‑engineering standards. Local construction authorities will keep enhancing physical building performance and administrative supervision, enforcing quality requirements for every single construction procedure to advance high‑quality development within the local construction sector.
