The Kingdom of Morocco’s Energy Transition: Unlocking Opportunities for Chinese Investors
The Kingdom of Morocco is strengthening its position as a destination for investment in renewable energy and clean technologies. Building on its natural resources, strategic geographical location, modern infrastructure and expanding industrial base, the Kingdom of Morocco is advancing an energy transition that creates opportunities for international investors. For Chinese companies with expertise in solar power, energy storage, batteries and electrical equipment, the Kingdom offers prospects for cooperation that combine renewable energy development with industrial investment, technological innovation and local value creation.

Energy diversification has become a key priority in the Kingdom’s economic development strategy. In response to rising electricity demand and the importance of strengthening energy security, Morocco is investing in renewable energy while seeking to reduce its dependence on imported fossil fuels. Its objective is to increase the share of renewable sources to more than 52% of installed electricity generation capacity by 2030. At the end of 2025, renewable energy accounted for 46.1% of installed capacity, according to the Ministry of Economy and Finance. This progress reflects the Kingdom’s sustained commitment to diversifying its energy mix and building a more resilient and competitive economy.
The Kingdom’s geographical and natural advantages provide a solid foundation for this ambition. High solar irradiation, favourable wind conditions and extensive Atlantic and Mediterranean coastlines offer considerable potential for renewable electricity generation. Major projects, including the Noor Ouarzazate solar complex (a major solar energy complex located near Ouarzazate, in central Morocco), demonstrate the country’s experience in developing large-scale energy infrastructure. Continued investment in solar and wind power, alongside electricity networks and storage systems, is opening new opportunities for companies involved in the development, construction and operation of clean energy facilities.
The Kingdom of Morocco’s appeal also rests on its industrial capabilities and international connectivity. Its strategic position between Europe and Africa, modern port infrastructure, specialised industrial zones and established manufacturing sectors provide a favourable environment for investment. The development of the automotive industry has contributed to the emergence of an industrial ecosystem that can support further activities linked to electrification and clean technologies. As international manufacturers increasingly seek to improve their environmental performance, access to renewable energy can further strengthen the Kingdom’s attractiveness as a destination for industrial investment.

China’s expertise in renewable energy technologies creates opportunities to deepen this economic partnership. Chinese companies can contribute to solar and wind projects, energy storage systems, battery-related industries and electrical equipment through investment, engineering services and industrial partnerships. Cooperation can also extend beyond the supply of technology to include local manufacturing, technical training and the development of Moroccan suppliers, helping connect the Kingdom’s industrial base with international clean energy value chains.
A recent example is the solar and storage project in Midelt (a city in central Morocco). In September 2026, China Energy International Group announced the signing of an engineering, procurement and construction contract for the first phase of the project. The planned installation combines a photovoltaic power plant with a capacity of approximately 630 megawatts and an electrochemical energy storage system of 1,300 megawatt-hours. The project illustrates the role Chinese companies can play in supporting the Kingdom’s renewable energy ambitions. It also highlights the growing importance of storage technologies in improving electricity system flexibility and facilitating the integration of renewable power.
Green hydrogen represents another area of potential cooperation. The Kingdom has established a national framework to attract investment in integrated green hydrogen projects, drawing on its renewable energy resources and proximity to European and African markets. Launched in 2024, the Morocco Offer (the Kingdom’s investment framework for developing green hydrogen and its derivatives) provides a framework covering land, infrastructure, investment incentives and project selection. The programme aims to encourage the development of green hydrogen and its derivatives, including products intended for industrial use and export markets. Chinese companies with expertise in renewable energy equipment and industrial technologies could explore opportunities in this emerging sector, subject to project feasibility, financing, infrastructure requirements and market demand.

The long-term value of these investments lies not only in additional energy capacity but also in their potential contribution to the national economy. Partnerships with international companies can support the development of technical skills, create opportunities for local businesses and encourage investment in maintenance, engineering and specialised manufacturing. By strengthening cooperation between investors, Moroccan companies and technical institutions, the Kingdom can seek to ensure that its energy transition also supports employment, industrial diversification and knowledge transfer.
Morocco and China have already established dialogue on sustainable energy and related technologies. In 2024, the Kingdom’s Ministry of Energy Transition and Sustainable Development held discussions with a delegation from China’s Shaanxi province on clean energy, low-carbon technologies and the circular economy. Such exchanges provide a basis for identifying shared priorities and developing practical cooperation between institutions and businesses.
With its renewable energy potential, industrial infrastructure and access to international markets, the Kingdom of Morocco offers Chinese investors opportunities to participate in a developing clean energy sector while exploring longer-term industrial partnerships.
From solar and wind power to energy storage and green hydrogen, cooperation can contribute to the Kingdom’s energy objectives and create new avenues for economic exchange. By encouraging productive investment, technology transfer and stronger local industrial participation, the Kingdom of Morocco is working to turn its natural advantages into lasting economic value and reinforce its position as a destination for sustainable investment.
