Beijing Launches Data Cross-Border Reform 3.0, Boosting Global Digital Cooperation
BEIJING, March 27 – The 2026 Zhongguancun Forum Data Cross-Border Flow Innovation and Development Forum, themed “Openness Promotes Integration”, kicked off in Beijing on Monday, with the release of Version 3.0 of Beijing’s comprehensive supporting reform on data cross-border flow facilitation. A number of international cooperation and industrial innovation achievements were also unveiled on site, demonstrating Beijing’s innovative practices in advancing efficient, convenient and secure cross-border data flow, according to People’s Network reports.
As the core achievement of the forum, Version 3.0 of Beijing’s data cross-border reform was rolled out on the basis of comprehensively summarizing the effectiveness of the previous two rounds of reforms and conducting in-depth surveys on enterprise demands. Adhering to the standards of excellence, reform leadership, enterprise perspective, application empowerment and security control, the plan has introduced 27 innovative measures covering six aspects: policy environment, industrial application, integrated services, technical support, ecological construction and safety supervision.

Beijing has been striving to build a first-class business environment for cross-border data flow and continuously expand its international cooperation circle. Following the cooperation agreements signed with in-China chambers of commerce from the United Kingdom, South Korea, Singapore and China’s Hong Kong last year, relevant departments of Beijing Municipality have signed memorandums of cooperation with the International Air Transport Association, the Beijing Representative Office of the European Automobile Manufacturers Association and the Swiss-Chinese Chamber of Commerce respectively, to jointly promote policy research, technological R&D, pilot demonstrations, talent training and industrial linkage.
Industrial collaboration and technical support have been advanced simultaneously to lay a solid foundation for the cross-border circulation of data elements. Beijing Data Group launched a strategic cooperation with the UK-based RELX Group, focusing on the development of high-value data products, cross-border compliance and security guarantees, and data ecological co-construction to boost the prosperity of the cross-border data flow industry ecosystem. Beijing Data Exchange, a subsidiary of Beijing Data Group, has reached a strategic cooperation with Siemens, focusing on releasing the value of industrial data elements and carrying out a series of cooperation around the joint construction of an “Industrial Trusted Data Space”. The Intelligent Research Institute under Beijing Data Group has joined hands with Grand to build a global digital intelligence comprehensive service platform for overseas enterprises, establishing a full-process safety and compliance system relying on AI data sandboxes.
It was learned from the forum that Beijing will closely focus on the construction of an international sci-tech innovation center and a global benchmark city for the digital economy, continuously iterate and upgrade reform measures for data cross-border flow facilitation, deepen international exchanges and cooperation in digital governance, better serve the high-quality development of the capital, and make greater contributions to the prosperity and win-win results of the global digital economy.
