Lhasa Breaks 100 Billion Yuan GDP Mark, Forging High-Quality Development on the Snow-Covered Plateau

As spring blankets the plateau and all things take on a new look, Lhasa, an ancient city sitting 3,600 meters above sea level, is brimming with vigorous development momentum. The city, whose GDP historically exceeded 100 billion yuan by the end of 2025, is writing a new chapter of high-quality development through characteristic innovation, precise investment promotion and refined services, gradually becoming a fertile land for investment and entrepreneurship.

As the capital of the Tibet Autonomous Region, Lhasa has focused on building a modern industrial system of “one leading industry, three pillars and nine industries,” adhering to the principle of “adapting measures to local conditions” to break through development bottlenecks and promote industrial upgrading by leveraging its plateau characteristics and location advantages.

Institutional innovation has become a key driver to make up for shortcomings. To address challenges brought by geographical conditions, talent supply and infrastructure, Lhasa has optimized talent introduction policies and built a full-chain talent service system. In September 2025, Tibet’s first standardized human resources service industrial park was put into operation in Lhasa, integrating tax, finance and legal services to solve the imbalance between human resources supply and demand.

“It was difficult for enterprises to recruit technical workers, especially locally adapted ones. After settling in the park, we help enterprises match employees accurately and assess new staff professionally,” said Mi Zhen, a specialist from the Employment Training Department of Tibet Tianhui Human Resources Management and Development Co., Ltd. Lhasa Municipal Bureau of Human Resources and Social Security reported that the park, covering 15,000 square meters, has 12 settled institutions and 10 intended ones.

Lhasa has also broken logistics bottlenecks. Lhasa Urban Investment Logistics Park, the only national demonstration logistics park in Tibet, has attracted more than 30 enterprises including JD.com and Deppon Express, generating over 40 million yuan in 2025. “We have built an efficient intermodal transport model, reducing comprehensive logistics costs by more than 20%,” said Jin Mei, General Manager of Lhasa Urban Investment Logistics Co., Ltd.

Precise investment promotion has nurtured a distinctive industrial ecology. Lhasa focuses on its characteristic industries, including clean energy, cultural tourism and digital economy. Lhasa High-tech Zone has gathered 2,911 digital economy enterprises and 104 national high-tech enterprises. “We are accelerating the construction of a distinctive digital economy cluster,” said Nyima Dondrub, a person in charge of the Investment Promotion Office of the zone.

Relying on the South Asia Cross-border E-commerce Industrial Park, Lhasa has built a three-level logistics network, shortening the delivery time to South Asian markets from 60 days to less than 20 days. “The park’s trade volume reached 1.15 billion yuan in 2025,” said Zou Xinsheng, General Manager of Lhasa Zangni International Supply Chain Management Co., Ltd.

Refined services have boosted enterprise development. The Regulations on Optimizing the Business Environment of Lhasa came into effect in August 2025. “We are committed to providing warm services to make enterprises feel at home,” said Duoji Ciren, Chief of the Business Environment Section of Lhasa Investment Promotion Bureau. Tibet Runru Environmental Protection Technology Co., Ltd. achieved trial production within one year of investment, benefiting from full government support.

Lhasa has also improved people’s well-being, implementing 103 urban construction projects in 2025. “With improved supporting facilities, our employees have regarded Lhasa as their second hometown,” said Lai Shiwei, Chairman of Zhongji Huasheng Engineering Consulting Co., Ltd. China Tibet News reported that Lhasa’s business environment satisfaction rate reached 98% in 2025.
