China’s "AI+" Action Gains Momentum, Empowering Industrial Digital Transformation
As the new round of technological revolution and industrial transformation advances in depth, artificial intelligence (AI) is accelerating its integration into all industries as a core driving force. Since the "AI+" action was officially included in the Government Work Report and fully deployed in 2024, the pace of relevant policy implementation has accelerated significantly.
In recent years, a series of relevant policy arrangements have outlined a clear blueprint for the development of China’s digital and intelligent industry, setting higher standards for technology enterprises in terms of technological innovation and scenario-based application capabilities. From national top-level design to local specific deployment, many regions have successively introduced special action plans. A national "AI+" policy matrix, covering computing power infrastructure, scenario application, core technology research and industrial ecology cultivation, is taking shape at an accelerated pace, with technological breakthroughs and application implementations surging in various fields.

Against this backdrop, phased achievements have been made in the digital and intelligent transformation of various industries. The service model of AI is gradually expanding to multi-scenario collaboration, with multi-dimensional coordination covering computing power, data, models, applications and security replacing single technical tools as the standard for industrial upgrading.
Guided by macro strategies, leading domestic technology enterprises have stepped up their layout. As a key enterprise in the AI industrial chain, China Unicom has integrated digital and intelligent resources to establish China Unicom Data Intelligence Co., Ltd., fostering capabilities in specialized, refined, characteristic and innovative products and services in the AI and big data fields. Relying on the Yuanjing digital intelligence capability base, it has built an AI product matrix centered on the "Yuanjing Wanxiang Data Engineering Platform, Yuanjing MaaS Platform and Yuanjing Wanwu Intelligent Agent Platform", deeply engaging in more than 40 scenarios across six core industries including government affairs, industry, economy, medical care, cultural tourism and education, and promoting in-depth integration of technological and industrial innovation.
In terms of industrial implementation, taking digital government construction as an example, the government-specific office intelligent agent developed has a core idea of "technology empowerment + process reengineering", with 5 major categories and more than 25 sub-items of functions including intelligent writing assistant and intelligent manuscript review assistant, covering the entire chain of official document drafting, proofreading and review. It has now deeply empowered government office institutions in 11 provinces and cities across the country.
In the field of new industrialization, the ship specification knowledge Q&A intelligent agent and operation and maintenance assistant have greatly improved the accuracy of complex scenario Q&A through retrieval-augmented generation technology, capable of accurately understanding multi-form content such as text, charts and formula calculations. In terms of intelligent ship design technology, the collaboration between Yuanjing multi-modal large model and visual large model has effectively improved 3D modeling efficiency.
In the cultural tourism field, China Unicom has participated in building a full-scenario digital twin platform of the Palace Museum, using GIS-based manual modeling, 3D Gaussian splatting, laser point cloud and other technologies to create China’s first high-precision museum digital twin application open to the public. It has also formed a replicable "cloud-edge-end" collaborative architecture, providing a model for the construction of smart museums nationwide.
It is understood that focusing on the entire chain of "computing power, data, models, applications and security", China Unicom has jointly established three AI innovation consortia with industry partners to tackle core challenges such as multi-modal large models and multi-intelligent agent collaboration. Relying on the Yuanjing "base platform + industry intelligent agent" system, AI is being transformed into high-quality productivity empowering grass-roots governance and auxiliary industrial manufacturing.
