Baicheng: Northeast China’s First 10-Million-Kilowatt New Energy City Makes Strides in Green Hydrogen Chemical Industry
Baicheng, Jilin Province, April 13 — As the first 10-million-kilowatt new energy power generation city in Northeast China, Baicheng had developed a new energy scale of 19.1 million kilowatts by the end of 2025, according to Xinhua News Agency. In recent years, the city has strived to integrate its resource endowment into industrial advantages, focusing on the optimal combination of “green power + industry” and achieving significant breakthroughs in the green hydrogen chemical sector.
Baicheng is abundant in wind and solar resources, with a total developable scale of clean energy reaching 50 million kilowatts. Faced with the rising pressure of green power consumption, the city has focused on the water electrolysis hydrogen production technology route and proposed a full-chain vision of “wind and solar power generation — green hydrogen production — chemical conversion — demonstration application”, which has gradually been transformed into tangible results.

In July 2025, two key projects in Baicheng were put into operation successively: the Shanghai Electric Taonan Wind Power Coupled with Biomass Green Methanol Integrated Demonstration Project and the State Power Investment Da’an Wind-Solar Green Hydrogen to Ammonia Integrated Demonstration Project, both of which were shortlisted as the first batch of national pilot projects for green liquid fuel technology research and industrialization. “We take green hydrogen-based energy as an important starting point to cultivate future industries and expand emerging industries, continuously brightening Jilin’s green energy brand,” said Yang Yufeng, Secretary of the Party Committee and Chairman of State Power Investment Green Energy Co., Ltd.
According to People’s Network, the Shanghai Electric Taonan Project, the first large-scale green methanol project in China certified by the EU ISCC full process, has an initial annual capacity of 50,000 tons and achieved a closed-loop from R&D and production to application. Meanwhile, the State Power Investment Da’an Project can produce 32,000 tons of green hydrogen and 180,000 tons of green ammonia annually, reducing carbon emissions by 650,000 tons and saving 230,000 tons of standard coal each year.
Relying on its qualification as a national hydrogen energy regional pilot, Baicheng has accelerated supporting reforms such as direct green power supply, hydrogen storage and transportation, and chemical park upgrading, promoting the coordination of the “Changchun-Songyuan-Baicheng” hydrogen energy city cluster. Scenarios including hydrogen-powered buses, distributed hydrogen production and refueling, and hydrogen energy storage have been steadily expanded, with equipment manufacturing, chemical conversion and terminal application working together to improve the industrial ecology.
Li Hongci, Secretary of the Baicheng Municipal Party Committee, stated that during the “15th Five-Year Plan” period, Baicheng will fully release its advantages in abundant new energy resources, further explore the new self-consumption path of “green power + green hydrogen + green ammonia + green methanol”, accelerate the construction of a green hydrogen chemical industry cluster, and develop new productive forces with Baicheng characteristics in light of local conditions. The city aims to achieve an annual green hydrogen production capacity of 300,000 to 400,000 tons and a total capacity of 2 million tons for green ammonia, green methanol, green refining and hydrogen metallurgy by the end of 2030.
