Hubei Launches Industrial Alliance and 15 Provincial-level Data Labelling Bases for AI Development

Xinhua News Agency reports Hubei Province has inaugurated a dedicated industrial alliance and a batch of professional industrial bases to standardise and upgrade its data labelling sector. The launching ceremony and industry supply-demand matching event took place in Wuhan on 2 June, marking the entry of Hubei’s data labelling industry into a new phase of clustered operation and professional development.

The newly established Hubei Data Labelling Industry Development Alliance elects the Central Data Circulation Service Centre of Hubei Big Data Group as its first chairman unit. A total of 15 provincial-level data labelling bases were officially accredited during the event, covering three major categories including industrial park bases, comprehensive labelling bases and professional sector-focused bases. The classified layout supports refined industrial development and targeted scenario-based service expansion across the province.

Data labelling serves as a fundamental supporting link for artificial intelligence industrial iteration and algorithm optimisation. The sector has long faced fragmented resource distribution and asymmetric information between upstream and downstream market players, restricting large-scale and high-quality industrial growth. The newly founded alliance unites 71 leading enterprises spanning the entire industrial chain, including Horizon Robotics, iFlytek Central China and Dongfeng Motor Corporation, building a complete ecological system for technological collaboration, resource integration and business coordination.

A provincial public service platform for data labelling was officially launched alongside the alliance establishment. More than 100 enterprises have settled on the cloud platform, which delivers intelligent matching, rapid response mechanisms, one-stop demand docking and standardised compliance trading services. The digital platform effectively solves traditional industrial pain points and improves the overall operational efficiency of the regional data service industry.

Hubei has cultivated solid industrial foundations in the data labelling field. The province now hosts over 150 specialised data labelling enterprises with a workforce exceeding 20,000 practitioners. Local industrial players have built distinctive competitive advantages in high-precision data processing for medical services and intelligent driving scenarios, forming featured AI data service clusters that empower local digital and intelligent industrial upgrading.

The integrated development mechanism of industrial alliances, specialised bases and public service platforms will further consolidate Hubei’s regional advantages in fundamental AI data services. Continuous resource aggregation and standardised system optimisation will accelerate the scaling up of high-quality data labelling services, providing reliable basic data support for artificial intelligence technological innovation and industrial application across central China.
