Shenzhen Pingshan Advances Industrial Transformation, Forging a Modern Industrial System

As a gathering area for advanced manufacturing, a future industry pilot zone and a core park of the national high-tech zone in Shenzhen, Pingshan District has in recent years relied on its solid manufacturing foundation and resource advantages to promote in-depth transformation of industries towards high-end, intelligent and green development. It has built a modern industrial system led by the "automotive, pharmaceutical, chip and intelligent" clusters and an industrial chain where "upstream and downstream enterprises are nearby", injecting strong momentum into the high-quality development of the whole district.

Data shows that during the "14th Five-Year Plan" period, Pingshan’s regional gross domestic product (GDP) doubled with an average annual growth rate of double digits; the added value of industrial enterprises above designated size crossed five 10-billion-yuan thresholds in succession, with an average annual growth of nearly 20%. It added 1 national characteristic industrial cluster for small and medium-sized enterprises, 12 national manufacturing single champion enterprises, 60 national specialized, sophisticated, distinctive and innovative "little giant" enterprises, over 1,000 national high-tech enterprises and more than 900 science and technology-based small and medium-sized enterprises in the inventory. In 2025, Pingshan’s GDP increased by 10.5%, and the added value of industrial enterprises above designated size rose by 15.9%.

Consolidating Foundations for High-Quality Development

Pingshan has nurtured a large number of high-quality enterprises focusing on precision manufacturing, and promoted the extension of advanced manufacturing towards intelligence and high-end. A national high-tech enterprise and specialized, sophisticated, distinctive and innovative "little giant" enterprise in the district has 148 authorized patents, including 39 invention patents, with its products exported to more than 30 countries and regions.

The district has attracted nearly 500 AI enterprises, with leading enterprises driving coordinated industrial development. In an intelligent manufacturing industrial park, the L4-level intelligent production line has an automation rate of over 85%, producing one mobile phone every 28.5 seconds on average. By 2025, the enterprise has more than 70% of its global R&D team and over 2,100 cumulative AI patents, forming a full-chain innovation capability and building an open terminal ecosystem to drive the coordinated development of enterprises in the district.

As a top 100 industrial district in China, manufacturing is the most distinctive feature of Pingshan. The district has 815 industrial enterprises above designated size, including leading enterprises in various fields. In 2025, the output value of national high-tech industrial enterprises above designated size in Pingshan reached 224.52 billion yuan, a year-on-year increase of 12.7%, accounting for more than 70% of the total output value of industrial enterprises above designated size.

As the earliest administrative district in Shenzhen to layout chip manufacturing, Pingshan has built a complete industrial chain covering design, manufacturing, packaging and testing, materials and applications, gathering more than 200 upstream and downstream enterprises. The output value of integrated circuit chip manufacturing accounts for more than 60% of Shenzhen’s total. This aligns with Shenzhen’s semiconductor and integrated circuit industry layout, where Pingshan is positioned as a key production and manufacturing base.

Pursuing Green Development and Innovation

Pingshan is vigorously developing the new energy industry, with enterprises independently developing 8 core technologies in key photovoltaic cell process equipment, forming a complete product series and solving the pain points of large-scale mass production of new high-efficiency photovoltaic cells.

Focusing on building a global demonstration city for "optical storage and charging integration" applications, Pingshan has issued the country’s first county-level flash charging construction plan and the first special policy for the new energy industry. It has built the country’s first cold storage access virtual power plant project, as well as Shenzhen’s first all-vanadium redox flow energy storage project, the first open-operated megawatt flash charging station and the first megawatt heavy-duty truck super charging station.

As the core bearing area for Shenzhen to build a "new generation world-class automobile city", Pingshan has gathered more than 300 intelligent connected automobile enterprises, covering all links of the industrial chain. In 2025, the total output value of new energy and intelligent connected automobile enterprises above designated size exceeded 126.6 billion yuan, a year-on-year increase of nearly 21.0%.

The district has issued the country’s first district-level policy for full-domain opening of intelligent connected vehicles, launched the country’s first public service platform for automobile chip standard verification, and has the largest land-air integrated intelligent connected comprehensive transportation test base in the Guangdong-Hong Kong-Macao Greater Bay Area. It has taken the lead in building Shenzhen’s first and largest full-domain "vehicle-road-cloud integration" project and been awarded the "Shenzhen Vehicle-Road-Cloud Core Demonstration Zone". The zone’s intelligent connected test field has formed full-element test capabilities covering vehicles, roads, clouds and networks, with a cumulative test mileage of over 2.8 million kilometers. A "vehicle-road-cloud integration" project with a total investment of over 300 million yuan is under accelerated construction to build a coordinated development system of "vehicle-road-cloud-network-map".

Optimizing Ecosystem to Escort Industrial Development

Pingshan has focused on the needs of industries and enterprises, making multi-dimensional efforts to create a full-chain growth environment. It has issued a series of supportive policies and launched two funds with a total scale of 10 billion yuan, building a full-chain support system covering enterprise cultivation, technological innovation and achievement transformation.

The district has gathered 215 high-level innovation carriers, and built an integrated "government-industry-university-research-capital-application" cooperation system, promoting the construction of an industrial technology innovation belt around Shenzhen Technology University. A newly launched semiconductor micro-nano processing center and testing platform has filled the gap in Shenzhen’s upstream process manufacturing public service platform in the field of "optical information" and "intelligent sensing" semiconductor chips.

Pingshan has released a "list of 100 application scenario opportunities in 10 key fields" and launched a "scenario forest" plan, providing a test ground for technological verification and commercialization. In terms of industrial space guarantee, it is advancing two "three-year action plans" to provide high-quality and low-cost carriers for enterprises. In enterprise services, it has built a comprehensive enterprise service platform, realizing full-process online handling of industrial, technological innovation, talent and fund matters.

From January to December 2025, Pingshan added more than 14,700 market entities, a year-on-year increase of 25.37%, showing sustained vitality of business entities. During the "15th Five-Year Plan" period, Pingshan will adhere to industrial focus, deepen the modern industrial system, optimize the business environment, stimulate the vitality of business entities, and build an inclusive and open industrial environment to provide a "training ground" for new quality productive forces.
