Shaanxi Advances 100-Billion-Yuan Protected Agriculture Project to Boost Rural Vitalization

In recent years, Shaanxi Province has taken rural revitalization as the overall focus and vigorously promoted the 100-billion-yuan protected agriculture project, driving industrial transformation and upgrading and promoting healthy and sustainable development. 

Protected agriculture has become an important pillar industry for the province’s agricultural development and farmers’ income increase. In 2022, the province’s protected agriculture planting area reached 3.51 million mu, with an output of 11.21 million tons and a total output value exceeding 100 billion yuan, reaching 100.2 billion yuan.

To promote the project, Shaanxi has strengthened organizational leadership and pooled development forces by establishing a working mechanism of "provincial overall responsibility and municipal/county implementation". 

A joint meeting has been set up at the provincial level, with corresponding coordination bodies at all local levels to promote the work in a coordinated manner. 

It has emphasized planning guidance, formulating relevant plans to optimize the industrial structure and build six protected agriculture development zones, advancing clustered and regional development. 

Relevant departments have strengthened policy coordination, and industrial development has been included in annual assessments with regular supervision.

Policy support has been intensified to build a diversified investment system. The 100-billion-yuan protected agriculture project has been incorporated into the "3+X" project, which focuses on three core industries including protected agriculture and various regional characteristic industries. 

Financial support has been increased, with a special provincial fund of 100-200 million yuan arranged annually to support the project, and over 140 million yuan planned for 2023. 

Financial services have been innovated to guide financial institutions to develop credit products, while social capital has been encouraged, with leading enterprises cooperating with rural collective economic organizations through models such as "enterprise + cooperative + farmer" to achieve win-win results.

Technological support has been strengthened to promote green and high-quality development. Joint scientific research has been carried out, and joint pilot demonstration bases have been built to popularize key practical technologies. 

The core technology of "three improvements and one promotion" for protected agriculture has been promoted, expanding the application of green and efficient production technologies and driving industrial transformation. 

Technological innovation models have been explored in different cities, and the whole industrial chain construction has been advanced to foster leading enterprises and key demonstration counties. 

In 2022, key projects in 10 counties for the whole vegetable industrial chain benefited 42,258 farmers and created 3,690 new jobs, injecting new vitality into rural revitalization.
