Tianjin Boosts Protected Agriculture to Upgrade Modern Urban Agriculture
In recent years, Tianjin has taken the development of protected agriculture as a key measure to upgrade modern urban agriculture, formulating special implementation plans and guidelines, increasing the allocation of resources and factors, and guiding financial and social capital to participate, thus establishing a multi-channel, diversified and multi-level capital investment pattern and guarantee mechanism.
The city has strengthened support and guarantee in multiple aspects. Financially, it allocated 1 billion yuan in 2021 to build 200,000 mu of new protected agriculture areas, promoting the development of energy-saving and mechanized protected agriculture. Every year, no less than 15 million yuan is earmarked to support protected shed insurance, providing more than 800 million yuan in risk protection. It also implements standardization upgrading projects for protected agriculture, focusing on practicality, standardization and regularization, and promoting the upgrading of production facilities in old vegetable fields from traditional simple types to high-performance ones.

In terms of financial innovation, Tianjin actively seeks local government bond support for protected agriculture projects, with 10 reserved projects totaling 1.324 billion yuan in investment. It promotes policy-based and developmental financial support for modern protected agriculture, recommending multiple projects to be included in the national major infrastructure project database with a total investment of over 300 million yuan. Commercial banks are supported to innovate service models, providing supply chain finance, order finance and e-commerce finance for key protected agriculture projects, involving 250 million yuan.
Resource guarantee has been optimized through the "factors following projects" mechanism to attract the landing of protected agriculture projects. For land guarantee, it strengthens guidance and services for land transfer, clarifies land use standards for protected agriculture, and adjusts the proportion of auxiliary facilities from no more than 10% to no more than 12% to meet the needs of water source conversion facilities in subsidence control areas. For water guarantee, it renovates and desilts main channels, supports supporting irrigation and drainage facilities for protected agriculture parks, promotes water-saving technologies and facilities, and effectively ensures water demand by integrating various water sources.
Talent guarantee has been innovated by implementing the "Haihe Talent Plan" and relying on the Rural Revitalization Industry (Talent) Alliance to attract professionals and skilled laborers, with policy inclinations in household registration, housing, professional title evaluation and children's enrollment. It improves the training system for new professional farmers and fosters 144 demonstration cooperatives and 133 family farms focusing on protected planting, including 69 national-level demonstration farmer cooperatives.
Technological guarantee has been strengthened by formulating 5 main greenhouse construction technical specifications and 44 production technical specifications for major protected crops. It relies on vegetable industry innovation teams to carry out technological innovation and promotion, encourages the establishment of industry technology alliances, and realizes the intellectualization of protected facilities by applying modern information, artificial intelligence and Internet of Things technologies. Taking advantage of its strength in equipment manufacturing, Tianjin has built an important production base for greenhouse profiles, with technologies leading domestically and even internationally. The profiles meet 20% of domestic market demand and are exported to Japan, South Korea, Europe and other countries and regions.
