Sichuan Launches 5-Year Plan to Boost Characteristic Agricultural Products’ Domestic and Global Expansion
Recently, four departments in Sichuan Province – the Agriculture Office of the CPC Sichuan Provincial Committee, Sichuan Provincial Department of Agriculture and Rural Affairs, Sichuan Provincial Department of Commerce, and Chengdu Customs – jointly issued the Action Plan for Sichuan’s Characteristic Agricultural Products to "Go Out of Sichuan and to the World" (2026-2030) (hereinafter referred to as the Plan).
Focusing on Sichuan’s advantages in characteristic agricultural industries and its location along the New Western Land-Sea Corridor, the Plan takes building platforms, smoothing channels and strengthening coordination as the core measures to promote the comprehensive expansion of "Sichuan-branded" agricultural products into domestic and international markets. According to Farmer’s Daily, it clearly sets development goals: the province’s agricultural product export volume will exceed 10 billion yuan by the end of 2027, and its international market competitiveness will be greatly enhanced by 2030.

The Plan deploys five key tasks to build a full-chain support system for agricultural products to "go out of Sichuan and to the World". Firstly, it will construct a provincial comprehensive service platform for agricultural product trade, based on the Chengdu Wenjiang Agricultural Products Import and Export Park. This digital platform will integrate functions such as information release, transaction matching and logistics finance, serving as the "smart brain" of Sichuan’s agricultural product trade.
By the end of 2027, it is expected to gather 200 industrial chain enterprises with an annual import and export transaction scale of no less than 5 billion yuan. Secondly, it will cultivate talent teams at both production and sales ends, strengthen training for marketing talents in producing areas, cultivate core purchasers in key regions, hold an annual Sichuan Agricultural Products Production and Marketing Matchmaking Conference, and select 20 "Sichuan Agricultural Product Promotion Ambassadors".
Thirdly, it will expand high-quality export-oriented agricultural entities, cultivating 10 export-leading entities annually, supporting leading processing and trade enterprises, and encouraging the construction of overseas warehouses and overseas boutique halls. It will also promote enterprises to obtain AEO certification to enjoy customs clearance convenience and strongly support 39 underdeveloped counties in building characteristic agricultural product export bases.
Fourthly, it will improve trade hubs and logistics networks, enhance the level of Chengdu’s core hub, build regional distribution centers in southern, northeastern and western Sichuan, densify international freight channels, and construct a three-level cold chain logistics node system. Fifthly, it will comprehensively explore domestic and foreign markets through five major activities.
According to People’s Network Sichuan Channel, Sichuan’s agricultural product export volume reached 8.55 billion yuan in 2025. To ensure the implementation of various tasks, Sichuan has established a three-level linkage working system at the provincial, municipal and county levels, and strengthened inter-departmental coordination relying on the provincial agricultural opening-up and cooperation joint meeting system. It will also increase policy support, guide social capital to participate in cold chain logistics and overseas warehouse construction, and train more than 200 agricultural foreign trade talents annually.
The Plan focuses on promoting advantageous products such as tea, caviar and characteristic fruits and vegetables to expand into diverse markets, which will further give play to Sichuan’s agricultural advantages and help the high-quality development of the province’s agricultural industry.
