Anqiu Launches Three Innovative Integrated Reforms to Optimize Transport Services

To continuously optimize the business environment and address bottlenecks in the transportation sector, Anqiu City in Shandong Province has promoted efficient collaboration among multiple departments, including Transportation, Approval, and Agriculture and Rural Affairs. Taking the reform of "integrated transportation-related services" as the starting point, the city has focused on key scenarios such as enterprise development, people's livelihood security and agricultural production, pioneering three integrated reform measures in Shandong Province to empower high-quality industrial development through full-chain convenient services.

Farmer's Daily reports that the first reform integrates the transformation from individual businesses to enterprises with the establishment of transportation enterprises. Based on the needs of logistics enterprises for transformation and upgrading, the Anqiu Municipal Transportation Bureau takes the lead and the Administrative Approval Service Bureau cooperates to break departmental barriers and realize in-depth integration of the two reforms. The original multi-link, cross-departmental process of "canceling individual registration + establishing a new enterprise + applying for transportation qualifications" has been integrated into a single closed-loop process, enabling one-window acceptance, internal circulation, parallel approval and one-stop completion.

During the transformation, enterprises can fully retain their original names and industry attributes, continue relevant registration information, and complete 6 associated matters such as tax verification and seal engraving simultaneously. This truly achieves "obtaining a license and qualification at the same time, and starting operation immediately after transformation", opening up a fast track for the transformation and upgrading of logistics enterprises and activating the vitality of the private economy.

The second reform deepens the integrated reform of live livestock product transportation. In response to the industry characteristics of live livestock products, such as short storage time, high epidemic prevention requirements and tight transportation timeliness, as well as the previous problems of many approval links, long time consumption and multiple trips, the Administrative Approval Service Bureau, together with the Transportation Bureau and the Agriculture and Rural Affairs Bureau, has deeply integrated associated businesses including road transportation operation license, vehicle transportation certificate and livestock transportation vehicle filing.

A special joint service window has been set up to strictly implement the service model of "one-window acceptance, one-time notification, one set of materials, one application form, internal circulation, parallel approval and one-stop completion". The approval process, which originally took at least 3 working days, has been optimized to within 1 working day, with some businesses completed on the spot and available immediately, effectively reducing the time cost and operational loss of enterprises and ensuring the efficient and smooth transportation of live livestock products.

The third reform promotes the integrated service reform of large-scale agricultural machinery transportation. Focusing on the core needs of agricultural machinery professionals for cross-region operation transportation, and addressing the previous problems of scattered business handling, cumbersome materials and long time consumption, three associated businesses — agricultural machinery licensing, cross-region operation certificate handling and oversize transportation permit — have been deeply integrated.

People's Network Shandong Channel notes that through information sharing and process reengineering among departments, the number of materials to be submitted has been reduced from 41 to 21, and the handling time has been further shortened to within 1 working day based on previous experience in route selection. Meanwhile, proactive services have been provided, including pre-policy guidance, material pre-review and home-based services. Agricultural machinery professionals can complete on-site licensing, certificate handling and immediate loading and transportation when purchasing new agricultural machinery, making the whole process efficient and convenient.
